For any company using third-party POP3/SMTP service provider and Streamyx package, your email administrator should aware the Streamyx SMTP policy -- eg. SMTP port 25 is blocked.
However, for the companies using business Streamyx package with fixed/static public IP address, all their email clients do not have the issue when sending email using SMTP protocol with default SMTP port 25 from within company's network. Because Streamyx SMTP policy doesn't affect customer with static public IP address.
So, when you are not within's company's network (eg. at home) and you are using a dynamic public IP address for your Streamyx home package. This is where Streamyx STMP policy can affect you -- block you from sending emails with SMTP default SMTP port 25. So, you need to change it to port 587 (or other port number that is supported by your email provider). But also, alternatively you may change the port to 587 and address to 'smtp-proxy.tm.net.my' but this depends on your email hosting settings.
However, if you are using streamyx email provider, you are safe. Which means you can send email (using username@streamyx.com email account settings)

POP3 : pop.streamyx.com (Port: 110)
Use secure connection : Never (not TSL or SSL)
Username : username@streamyx.com
(instead of username@streamyx --> in which we used in configing ADSL dial-up)
SMTP: smtp.streamyx.com (no need smtp-proxy.tm.net.my)
Port Number : 25 (not blocked by Streamyx policy)
Username : username@streamyx.com
